  If you modify the service dependencies of ZoneAlarm to require the Apache2
service to start first, you will create the behavior you are looking for.

  If you start either ZoneAlarm or Apache2, they will start in the correct order.

  If you stop Apache2, ZoneAlarm will be stopped as well.

  However, I can't promise that shutdown behaves properly, MS lets all the 
services simply begin slamming closed without paying as much attention to
dependencies on the way out [that's how they made shutdowns much faster than
back in the NT 4.0 days.]
