  It sounds as if your firewall has modified the tcp/ip stack.

  Try setting the firewall's service to 'Disabled', restart the computer
  (so that perhaps it's tcp/ip drivers will not be loaded) and then attempt
  the same test.

  Failing that, please try removing the firewall software to determine if
  that is the cause of your problems.
