Apache adds double entries to headers generated by CGI

Summary: Apache adds double entries to headers generated by CGI
           Product: Apache httpd-2.0
           Version: 2.0.39
          Platform: PC
        OS/Version: FreeBSD
            Status: NEW
          Severity: Minor
          Priority: Other
         Component: mod_cgi
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: info@orangexl.com

If in a CGI-script a header outputted, such as "Content-Language: en", and
Apache has DefaultLanguage en in the httpd.conf, the output of the cgi-script
will be "Content-Language: en, en"
