  When Apache on WinNT attempts to encode the submitted QUERY_ARGS or any
  other string from utf-8 into Unicode, characters that can't be decoded from
  utf-8 cause apr_process_create() to fail.

  We need to research a flexible solution, providing both Unicode string handling
  for internal data, and some toggle on encoding of client-supplied text such as
  the environment string.  As a stop-gap, we aught to consider treating the values
  0x80-0xff as 0x0080 - 0x00ff if they aren't directly convertable to utf-8, and
  providing some switch for this or other alternate behaviors.
