xcopy doesn't have a /y flag on nt, make breaks

In libhttpd.mak (and libhttpd.dsp), the makefile relies on xcopy with a /y flag. 
This flag is only available on Windows 2000, not Windows NT. The xcopy fails, 
and the make then breaks (can't find os.h)
Two possible fixes.
1) xcopy without the /y
2) create a utility "apcopy" that simply calls CopyFile(x, y, FALSE) to do a
copy with overwrite (no prompting).
