msi installer fails

The Win32 binary download of 2.0.36 fails with the following message:
"This installation package could not be opened. Verify that the
package exists and that you can access it or contact the
application vendor to verify that this is a valid Windows Installer
package."

The "-ver" command on Windows gives:

Windows 98 [Version 4.10.2222]

msiexec.exe, without arguments, gives:

Windows Installer V 2.00.2600.2

The log file produced when msiexec is run with /L is:

Note that this installer worked fine with 1.3.
