-DNO_DETACH doesn't work

Whe I start Apache using:
httpd -DNO_DETACH
it returns almost immediately. The only thing in the error.log is:

[Wed May 15 12:20:08 2002] [crit] (1)Not owner: apr_proc_detach failed
Pre-configuration failed
