I don't consider this a bug.  URLs are case-sensitive.  Apache has no way to know
that it is proxying to a case-insensitive backend filesystem.  Also note that
things like Alias are also case-sensitive in apache.

If you really need this to be case-insensitive, then consider using a RewriteRule
with the P for Proxy and NC for No-Case flags.  But you are probably better off
training your developers to always be cases-sensitive on the web.
