suEXEC fails to su on file upload

I recently upgraded my install of apache from 1.3.22 to 1.3.24.  While running 
1.3.22 I had compiled in suEXEC support and was using it with my virtual hosts 
to make permissions issues easier for me.  I have a php script that I use to 
update a web page, and part of that script is a file upload utility. Thanks to 
suexec, the files that I uploaded belonged to the user specified in the virtual 
conf.  However, that seems to no longer be true, the files I upload after 
upgrading apache to 1.3.24 no belong to the main apache user/group (web) 
instead of the user/group specified in the virtual conf. 

suEXEC is starting correctly, i get the following in the main error log on 
startup:

For sanity's sake I recompiled apache without the modules I normally use 
(mod_bandwidth), same result. I've changed nothing else.
