If "Userdir" is left blank, apache can hang

Leaving it blank doesn't cause a hang here - it doesn't do anything either. 
However, so that people don't get any ideas on what this means, I have committed
a change that makes UserDir with no arguments be invalid and rejected (with an
appropriate message).

This fix is in modules/mappers/mod_userdir.c revision 1.44.  This will be
included in the next release of Apache 2.0.
