Please verify that the User and Group directives are valid for your system.
These frequently have to be changed from the default (depending on the OS).

I think the failure is that Apache is trying to use an invalid user or group
id when setting accessibility to the SysV semaphore used for accept serialization.

Alternatively, change from the default of using SysV semaphores to fcntl 
locks by coding this in your config file:

AcceptMutex fcntl
