Decimal ip gives "Bad Request"

Summary: Decimal ip gives "Bad Request"
           Product: Apache httpd-2.0
           Version: 2.0.35
          Platform: PC
               URL: http://1073428622
        OS/Version: Linux
            Status: NEW
          Severity: Minor
          Priority: Other
         Component: Core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: jim@bevenhall.se

When using decimal notation for ip address (i.e. 1073428622 instead of
63.251.56.142) the server
responds with a 400-error "Bad Request". Same behaviour under Linux and Solaris.
W32 not checked.
I'm not sure if this is by design, but 1.3 behaves as expected and delivers the
correct url.
