No denying that the behavior you describe is a bug, but let me just note for
the record that UserDir with no argument is not correct.  What you want is
UserDir disabled
(Although I'm not sure if that will just pass through ~ requests, or if it
will return "forbiden".  In the latter case, the only solution is to remove
mod_userdir.)
