By using the GNU layout - apachectl searches httpd in wrong place

I configured apache 2.0.35 with following command:

./configure --enable-layout=GNU --with-ssl=/usr/local --enable-info --enable-so

so. After I ran make; make install the install-script installs httpd 
in /usr/local/sbin but apachectl searches it in /usr/local/bin.

I used the original config.layout with no changes. Even if I change the path, 
apachectl does not use it.
