Hmm, it looks to me like your libapreq2.la is there. What happens 
if you remove all the "-L/$foo" flags from that line, leaving 
just the libary names?

Otherwise, I suggest you try Randy's suggestion and preload 
libapreq2 from env/t/TEST.PL (afterwards you need to 
"make clean" before "make test").
