For important flags like include directories, use AM_CFLAGS. The
CFLAGS variable is overridden too often by users or build scripts
(Debian comes to mind, their cdbs always overrides CFLAGS). Warnings
can go to CFLAGS.

When using apxs, things may be very different, though..
