Subject Installing libapreq on OSX10.3.6

Hi,

I am new to the list and am seeking help with installing libapreq-1.3
under 10.3.6. I appologize in advance if this is not the right forum
to ask this question.

I am attempting to set up Mason w/ mod-perl on OSX
Panther. I am having trouble installing this last module. I
am getting errors during the make. This is what I have tried:

./configure --with-apache-includes=/usr/local/apache/include/
make
sudo make install

This seems to work ok. Then I attempted to install libapreq-1.3
module by doing:

perl Makefile.PL  -apxs /usr/local/apache/apxs
make

this is when it chokes:

It appears to not be finding the httpd files. But I can see them in the  
dir
/usr/local/apache/include
Not sure what to do... Kinda stuck. I'd appreciate any leads.
