Where is the Apache::Build dependence coming from?
You should not need mp2 installed in order to run the env/ 
tests.  Are you able to run the httpd-test/perl-framework
test suite on Win32 without a prior mp2 install?  If so,
we should be able to do the same within env/t.

Correct.  You don't need mp2 installed to run the env/ 
tests, just configure with --disable-perl-glue and the
mp2 stuff in glue/perl will be ignored.

I would prefer not to see this committed this just yet.
If we can't easily resolve the bug, this patch needs 
a better comment and a corresponding note in TODO.
