So it builds fine

/bin/sh ../libtool --mode=compile gcc -DPACKAGE_NAME=\"\"
[...]
-I/usr/local/apache/include    -g -O2 -c -o

is there.

now please run:

perl Makefile.PL  -apxs /usr/local/apache/apxs
make

and post the output and attach the generated Makefile
