Obviously error_log is missing. apreq could add a banner like modperl 
does, so that when 'make test' fails, they get a nice:

which is accomplished in the subclass of Apache::TestRunPerl

sub bug_report {
     my $self = shift;

     print <<EOI;

And one should write a file explaining what's a proper bug report. Having 
it online or in the distro. Also t/REPORT should be deployed if possible, 
since it includes a lot of important info aiding the debug. And it's also 
subclassable to include module-specific information.

but CPAN-testers seem to never read error messages, so it'll be useless 
for those.
