Yes, it works, if you're confident that the string is encoded in UTF-8.

Because it's annoying that the user has to remember what had the flag  
set and what didn't. If I think of pnotes() (for example--not sure if  
the immediate issue applies to it) as a simple hash, then I expect to  
get back what I put into it. So if I put in a string with the utf8 flag  
set, I expect to get it back that way.
