It's probably from Apache::TestConfigC::cmodules_makefile_vars();
which is

  sub cmodules_makefile_vars {
      return <<EOF;
  MAKE = $Config{make}
  EOF
  }

Probably $Config{make} is "make" for you.  You may be able
to override this function in env/t/TEST.PL, similar to the 
way we override cmodules_write_makefile() there.
