Huge.  configure always equates "--without-perl" and "--with-perl=no".
perl IS a prerequisite for the build, and the "--with-perl" option
just tells ./configure where to look for it.  If you don't supply
the --with-perl option, ./configure it will assume you meant
"--with-perl=perl", i.e. the perl executable in your path.

--enable-perl-glue tells configure to build and install Apache::Cookie
and Apache::Request.  It is disabled by default, so adding
--disable-perl-glue isn't really necessary unless you're using Makefile.PL:

  % /path/to/perl Makefile.PL

is just a ./configure wrapper that's equivalent to

  % ./configure --with-perl=/path/to/perl --enable-perl-glue
