Subject apreq-2 can't be built

In my FreeBSD environment,
2 problems occur when I build apreq-2

Is there anyone who is familiar with GNU automake,libtool etc... ?

1. Incomatible with automake 1.7.x,
removing stale config files
running libtoolize --automake --copy --force
running aclocal
aclocal: 17: macro `AM_PROG_LIBTOOL' not found in library

2. missing ./ltconfig
# after Downgrade automake 1.6.3
./configure --with-apache2-apxs=/usr/local/sbin/apxs
