I wonder why the U's when there is T already. Could this be the culprit?

Great. Now we know what the problem is.

Since I need to debug mp all the time, I always build without stripping debug 
info, perhaps that will help? I pass the APACI_ARGS option when building modperl.

APACI_ARGS='--prefix=/home/httpd/httpd_perl --enable-module=info \
         --enable-module=rewrite --enable-module=proxy \
         --without-execstrip' \
