Subject Apache::Test: alias and mod_alias

[this issue is unrelated to the apr build, but an Apache::Test issue, so 
splitting it into a separate thread]

Does your system wide httpd.conf loads mod_alias? Normally Apache::Test 
inherits these directives from that file, however I can image that it might 
not be used and therefore not loaded in the system-wide httpd.conf. Please try 
again with this patch:
