It should (it does for me):

  % cd glue/perl
  % make clean
  % rm -f xs
  % perl Makefile.PL -apxs apxs
  Building xs/  ...
  Parse xsbuilder/maps/apreq_types.map...
  Parse xsbuilder/maps/apr_types.map...
  Parse xsbuilder/maps/apache_types.map...
  mkdir xs
  writing...xs//typemap
  ...

What version of ExtUtils::XSBuilder::WrapXS are you running?

  % perl -MExtUtils::XSBuilder::WrapXS -le 'print 
  $ExtUtils::XSBuilder::WrapXS::VERSION'
  0.03

(This is from the ExtUtils-XSBuilder-0.23 distro).
