Looks OK to me, but it'll certainly need Win32 mods.
If Randy says ok, I'm +1 for adding it.

Don't forget- the tests in env/t use the configured "--with-perl"
(@PERL@) setting, which may be a different perl.  See aclocal.m4
and env/Makefile.am for details.
