Subject [apreq-2] win32 build framework

As typical, Win32 needs a special procedure to build. Although
it's too early to decide permanently, what does the following
sound like for development? Have a win32/ subdirectory,
underneath which are various makefiles (libapreq.mak.in,
testall.mak.in, ...) used for the various components. One could
then have a (Perl) script used to configure things - give the
path to Apache2, and decide if a debug version or not is desired.
This would then edit libapreq.mak.in, etc. to adjust the settings
accordingly. A main Makefile would then be made up, by which
various targets could be built using these makefiles.
