(brought back onto the apreq-dev list.)

yeah, it looks like a newer version of mod_perl is required. but
1.21_02 came out a year ago, so i don't feel too badly about breaking
with older versions. we can always do another release if it turns
out that a lot of people get tripped up by this.

i repackaged with the missing files (i forgot to run
automake).
