yikes.

you could work around this like so (untested):

sub AOL::fixup {
    my $r = shift;
    my $ct = $r->header_in('content-type');
    if ($ct =~ s/^\S+:\s*//) {
        $r->header_in('content-type', $ct);
    }
    0;
}

PerlFixupHandler AOL::fixup

libapreq could probably deal with this internally, maybe by assuming
content-type is DEFAULT_ENCTYPE if it is unable to find an exact match.
