But client connections are not. We need to close the client connections explicitly so that
workload manager revokes all the guaranteed slots and upon reconnection client will connect
to active HS2 instance (this is to avoid clients reusing the same connection and submitting
queries to passive HS2). In future, some timeout or other policies (may be WM will run everything
speculatively) can be added.
