[~prasanth_j], I can not find a proper place in TypeCheckProcFactory to put the code. For
it is related to TypeInfo, could I put it into
hive/serde2/typeinfo/TypeInfoUtils ?
Attached the third patch to use TypeInfoUtils. Please review to see if it makes sense.
