With "in table" in creating an index, you can specify an index table name like db.index_table
with a db that is different from the db the table belongs to. However, you can't drop this
index any more since Hive assumes the index is always in the same db as the base table.

We should not allow a qualified index table name specified in the "in table" value in creating
an index.
