Mostly looks good to me, and has my tentative +1.

One minor thing : I wondered if fire_notification_event shouldn't return a long instead of
a void, thus returning the notification id of the fired event - but that's a strict no-no
from a perspective of what a MetaStoreEventListener is supposed to be, since a NotificationListener
is only one type of listener. That got me thinking - should this method be called fire_event
rather than fire_notification_event?
