We should throw an error when creating an encryption key if the key already exists. 

Developers might forget to delete the keys during the q-tests, and the next q-test that creates
the same key name with a different bit-length will not fail, causing the test to run successfully
(but not correctly).

Let's just throw an error on Hadoop23Shims.createKey()
