I think both of these ideas are good, but beyond the scope of this ticket.  dropPartitions
is certainly worth doing, but is different from the use case for dropTable.  And changing
the table configuration should be discussed first to make sure it's a good idea.

I'd prefer to finish this ticket as-is and open a new ticket for each of the other ideas.
