There's no ASF-wide policy requiring every Java source code file to be in an org.apache sub-package.
 Certainly that is preferred, but sometimes, usually for back-compatibility, code in non-Apache
packages continues to be released from Apache TLPs for some time.  For example, Subversion
still releases org.tigris code.
