Daisy, you need to use "clover.license.path" JVM parameter. This is how we build:
ant clean package test clover-reports -Dtest.silent=false -Dtest.ignore.failures=true -Dtest.junit.output.format=xml
-Dclover.jar=$CLOVER_HOME/lib/clover.jar -Dclover.license.path=$HOME/.clover.license
