when performing a join query which filters by a non-existent partition in the where clause

select t1.a as a1, t2.a as a2 from t1 join t2 on t1.a=t2.a where t2.part="non-existent";

It returns an NPE. It seems that the partition since non-existent is not part of the list
of inputs (or maybe optimized out?). But the TableScanOperator still has a reference to it
which causes an NPE after tableUsePartLevelAuth.get() returns null.
