DPAL-1123 Provide object inspectors of all visible columns for TOK_FUNCTIONSTAR type UDAF

Currently, TOK_FUNCTIONSTAR type UDAFs are provided with empty OI at init time and is sufficient
for sum, the only UDAF accepts START as a parameter. But for some UDAFs, it is needed to know
all OIs that can be used to access values of a row.
