I don't think this is purely an administrative problem; right now there's no way for an administrator
to express that this file should be added if and only if the query uses a certain UDF.  And
even if there were it then tightly couples the UDF developer with the administration of the
cluster.  Thus it seems to me that the responsibility of specifying what the requirements
are of the UDF should be the onus of the UDF developer, not the cluster administrator or the
end user/query writer.
