The concurrency issue seems to be that in the codes of acquiring locks, we always lock current
database but when we locking every table or partition, we don't lock database of them, so
that it breaks when we reference table from other databases. When I lock database for every
table/partitions, the test passes.

Namit, do you think I should remove the codes to lock the current database? Is there a reason
we always lock current database?
