I made an ant target quick-test, which differs from test in that it
has no dependencies.

Some makefiles set flags files like "make.ok", that allow the build process to intelligently
skip steps that are already done. Currently, a target like test has no way of determining
state and will re-issue dependent targets like clean-test,jar (and there dependents). 

Hive should set flags or intelligently determine the state of the build and save cpu development
time. Targets should not re-execute unless a clean is explicitly given.
