I would like comments on the changes I would like to make.  

In summary, the quote character needs to be stripped from the IPv6 address when using httpclient.

To do so, I would like to create a new version the URI class local to httpclient inheriting
the global URI that will do the stripping of the quote character string "25" from a IPv6 address

What do you think? Is this a sound approach?
