Subject HttpClient 5, Brotli and Commons Compress

The upcoming Apache Commons Compress 1.14 will support Brotli decompression.

How should we support this in HttpClient? (I am assuming we would want such
a thing and I am also assuming that using the Commons Compress facade is a
good thing; I might be assuming too much now ! ;-)

Should we have a separate module? Or, should we have the code in
httpclient5 itself with an optional Maven dependency on Commons Compress?

Apps themselves would define which third party library (like Brotli, XZ,
and so on) they end up caring about.
