Oleg Kalnichevski resolved HTTPCLIENT-1831.
       Resolution: Fixed
    Fix Version/s: 5.0 Alpha3
                   4.6 Alpha1

URIBuilder will no longer mess with relative URIs (those without an authority part). Fixed
committed to SVN 4.5.x, 4.6.x and HttpCore trunk.

Please review and close.
