I do _not_ see 4.5.x in maintenance mode because 5.0 is _not_ out (and I have no idea when
it will be out.) I started a new project last week and I am using 4.5.x and will keep up with
whatever is the latest as best I can. For for now, 4.5.x is the best I can use especially
since I have a product to ship in a couple of months. Once 5.0 is out, sure, we can say that
4.5.x is in maintenance mode. 

It might in fact be that 4.5.x _is_ in maintenance mode just by the fact that Oleg is putting
in 99% of the work and he is understandably focused in 5.0. But for me, I see 4.5.x as the
only workable code base since it is released now and then.
