I agree there may be an issue with the redirect handling.
AFAICT, redirects are not encoded by the server (I've tried both Apache .htaccess and Tomcat
JSP; neither seems to change the provided string), so presumably the client is expected to
encode them in the same way as it would encode an external URL.
