There is a problem with the URI in testEscapedAmpersandInQueryAbsolute

The URI is "/path/a=b&c=%26d", which is not actually a valid query - there is no query
present.

However the fact that it works for relative mode and not absolute points to some other error;
the two cases ought to behave identically.
